I been meaning to fix the Newsletter Signup portion of the page where its practically invisible down at the bottom.  Hopefully these changes today will make it clearer to spot and also a "call out" banner link in the middle of the header will make more people notice that I do actually have a Newsletter.

• I made some new graphics also that are tighter in height so to conserve webpage length. 
• Made Footer into a Universal template
• Made Header into a Universal template
• Changed a couple file names (RSS and CSS files) in the Features to work with the Universal template
• Changed bottom graphics at Newsletter Signup
• Adding call out banner link to Newsletter Signup in middle of header
• Moved Heading down into page body right at top of page border
• Removed "Newsletter Signup" link button from the menubar
